Vallo City sure ain't no Gotham.

It doesn't smell like garbage. I don't see any streets run by local gangs or mobs or costumed henchmen. No abandoned amusement parks, carnivals or arcades?? The rats are normal sized. Barely heard any police sirens. And where the hell am I gunna get my egg sandwich fix??

Are there even any abandoned warehouses? That's like Big City 101. Where do the bad guys even plot to take over the island from?
