As there have been many new arrivals, I will address this to all of you, instead of contacting you separately.

My name is Marius Black, and I am the physician who has been in charge of the medical care of the vast majority of the refugees. For those of you who are comfortable with the idea, I would request that you stop by my office for a routine, baseline medical exam. This is not required in any way, but it would allow me to better care for you should you fall ill while you are here.

Secondly, I would like to warn any of you who have arrived from a significant time in the past that you may contract an illness rather like a severe respiratory infection in the next few days. While it will certainly be uncomfortable, it will not be fatal, and you may come by the clinic in order to receive drugs that may help alleviate the symptoms.

Also, if you have come from before the late 1970's, I would like you to come receive a series of vaccinations, including the vaccination for smallpox. It would not do to have an outbreak of any illness in so small and confined of a space.

I have been told a little about this place. I cannot in Christ's name fathom how I was brought forward eight hundred years - eight hundred! - but I am told that there is nothing to be done for it, and my father always said to me that I ought to make the best of what couldn't be changed.

1. Who is the lord of Indiana? I would speak with him
2. I was asked after magic and I am uncertain: is it herbalism they mean by the word? Or heresy? For they are quite different.

4. Could I have directions to the nearest traveler's hospital? I find myself in need of a place to stay for the night.

Miss Black, I was hoping to inquire after your health. I heard you had been released, and I hope that you are feeling much improved?

Lissa, Georgia and I have taken your concerns into consideration and discussion. In response for a request of our intentions we're releasing a brief statement of issues we deemed important and will therefore address at the first Council meeting.

The issues follow as:
- Guardianship for those under 18
- The ban of magic
- Use of the hospital facilities
- New arrivals

1. Guardianship.

We propose that financially stable Refugees present become guardians for any new arrivals under 18 years of age. You'll also be given first priority if a member of your family arrives, financial status notwithstanding. In order for this to be effective we've determined that volunteers should step forward if you're willing and able to take on a child. You should tell us the age group you're comfortable with, if you're comfortable with magic users, and how many children you are able to care for. In addition, the children already present should be given a choice about coming under the guardianship of Refugees or staying with their assigned family.

2. Magic ban.

We're against the ban of magic as a whole and will appeal to the Council to remove it entirely.

3. The hospital.

We've agreed that our population should be permitted to use the hospital services, as the separation from hospital to clinic has split resources and left the city as a whole exposed to health concerns that effect us all, Refugee and local alike.

4. New arrivals.

Given the treatment by the city many of us receive upon arrival, we're requesting that one of our number be present during the initial welcoming phases with new arrivals. We need several volunteers to be on hand for this task as new arrivals appear in the city at any hour.

Refugees of Madison Valley,

I am treating a patient at the moment who is very ill with a chronic illness, and the blood tests I have taken have come back extremely odd. I am in need of blood samples from anyone willing to give, for comparison - this is absolutely voluntary, and those of you who have made it clear that your blood is dangerous to public safety are not asked to give.

For those of you who are healthy and willing, you may stay with me while I test the blood, and watch me put the samples in the autoclave to destroy them. You may even have the sterilized tube back, if you wish it. I have no magical abilities to do malicious anything with your blood, and I have no wish to keep it; I simply wish to find out what is the matter with my patient.

Hey guys! This is the official Halloween party thread. The hall was officially decorated by Caroline, there's food with the appropriate Halloween themes, music and general entertainment. Justine did also add in a gaudy Halloween sign that says 'Happy Birthday Harry' and there will be cake. There is a costume contest, I don't know how you guys want to decide who won that, but go for it and have fun! Justine is also personally greeting everyone and handing out bags of assorted candy.

Let's have a discussion.

Roland seems to have touched a nerve, so I'm officially asking everyone here:

1.) Do you feel unsafe? If so, who/what group are you worried about?
2.) If you do, why? Please mention whether or not this feeling is colored by previous experiences in your own timelines.
3.) What are some ideas you have for alleviating this problem, that you think could be implemented? We all have ideal solutions, but let's focus on pragmatics.

If you don't feel comfortable addressing some of these questions publically, feel free to either tell me privately in some way or say you don't feel comfortable. It's fine, but if you don't say anything at all, even to abstain from answering, we can't know your thoughts and consider them.

In terms of ideas, so far there's been Roland's suggestion of a protective force (which I object to, but I'm one vote). I'd also like to suggest the idea of escorting people, or setting up checks of some sort within the community for those who are interested.

I wish to clarify that I don't actually consider dying here to be a solution to any of the problems we face. I'd so hate for anyone to take seriously what I said in a rather fevered state.

To those concerned: I'm feeling a little better today. I still haven't witnessed any torture or other reprehensible behavior at the clinic, although I took the necessary steps to ensure I wouldn't be a victim in any case and I did manage to stay lucid enough that I haven't got any gaps this time.

I'm hoping to return home by midweek, and visitors will be welcome from then onward; please do telephone ahead

The medical advances in this world are simply stunning.

The deaths from infection have plummeted due to the use of new antibiotics, and the deaths from heart disease, cancer, and other major killers have made such a drastic drop that I can see the human race achieving immortality in the near future.

Forgive me, the medicine in this time seems like a doctor's dream. I know medicine is not perfect, but it's shocking how far it has come.

In other news, the computer is an amazing research device.

Good day.

As apparently the only licensed doctor among the refugees, I should like to see all of you for a baseline medical exam. The results will be kept in strictest confidence.

If there's an infirmarian that knows aught of cures for this damnable sickness of mine I'd be indebted to you a lifetime.

If I'm left to endure it a third time I'll be naught but a corpse, as I'll have no mind left to return to. I'd sooner throw myself into the river than go another span of days with it.

There are so many different muggle medicines in this place. They're almost like potions, aren't they? It's the same idea. Only the names of potions are usually that bit more helpful in indicating what they'll actually do.

So, congratulations to those of you who got elected. But as this is not a popularity contest or a beauty contest, your work's hardly over. We need to decide what it is you're actually going to do with your new power now, and it would be quite nice if those who elected you had some say in it.

I was a bit confused upon my arrival earlier today, so I thought it only right that I should greet you properly now that I am at least slightly more settled.

I am Dr. Marius Black. I'm an Oxford-trained physician, currently serving as a medic with the Durham Light Infantry near the town of Arras, France - currently being May, 1940.

I have had a long discussion with Miss Mason about your medical situation here, and I wish to offer my services to any and all refugees who may be in need. There may be something more formal set up in the future, but for now I will be glad to make house calls, and do what I can to soothe your minds and bodies.
