More than two centuries ago, there were some colonies of England that rebelled, and they won. So they brought together all their brightest minds, and had a great debate lasting over a year, and put together a government and legal system based on many of the same principles as England.
After ten years, they were all willing to admit that the first version wasn't as good as they'd thought it would be, so they did it all again. After they came up with a Bill of Rights, they finally managed to get everyone to join their union. (The rest is history.)
