No, they weren't glamoured. They both went out to a Muggle place specifically looking to get drunk in a place where they felt safe, where no one would know them, and where they could lose control. The thing is, alcohol is a drug. The phrases "blind drunk" and "beer goggles" and "blackout drunk" aren't jokes; they're real. Alcohol changes the way the brain processes information. It fuzzes it out, makes things less clear. It makes it so you don't see things the way they are--this is why driving's such a bad idea, because not only is the reaction speed messed up, the depth perception and critical vision is utterly screwed with at well.

So we have Draco and Harry, both so drunk that their brains aren't processing correctly and also so drunk that they have alcohol induced amnesia after the event. Draco only remembers bits and pieces of the event, not the person, only the cock. Harry may not even remember that much. And a pensieve wouldn't help, simply because it's the memory itself that's wrong. The brain didn't bring in the correct information, so it can't get stored correctly. It was never there to begin with.

And that's what I was using--the idea that alcohol really messes with your head and can create amnesia, but I didn't want to dwell on that part of the event, only on what Draco himself specifically remembers, and obsesses over, for years afterwards. And the idea that one thing really did shine through enough that it allowed him to reconnect. Draco doesn't suddenly remember Harry at the end; he realizes who it was, even though he still can't remember, all because of his cock.

And now I've explained far too much, sorry, but I wanted to answer your question! I dug deep into the memory vaults of my own and others' college drinking experiences for the background for this one.
