This is delicious! There's so much I love here: the way Cordelia knows exactly how to push Narcissa's buttons (neglect by Lucius, claims of the affair with Bella), the public setting in a Ministry lift, and the hints about Cordelia's increasingly dangerous nature and the fate of her husband.
I really enjoyed the slow reveal of their past relationship, which at first Narcissa will only admit as a friendship, and then proposes to conceal through play-dates between Draco and Blaise. There's a wonderfully Slytherin sense that they're both plotting, too, although I suspect that Cordelia has the upper hand since we (unlike Narcissa) know that she's planning on remarrying to expand her fortune, so relationships can be just a means to another end for her.
