If the blue is to denote house, and the character isn't given as Ravenclaw in canon, I have no idea :). I remain blissfully ignorant of almost all the interview!canon stuff.
I also give up on the thistle. Because the only spiky green character I can think of is Dobby. Possibly Kreacher. Hilarious :D. And if it's got a purple head, and they're all men, it's not Tonks.
Charlie's lunar dragon... Luna might be a bit too literal, so one of the werewolfy lot, then? Remus is dead, which leaves us with slightly-wolfy-Bill or werewolf-offspring Teddy, huh. Unless Fenrir's at large, but then I suspect that wouldn't be a tattoo-worthy relationship.
