For what it's worth, given that what's illegal in one country may be well past the age of consent in another, writers are often ultra-cautious with warnings, and I think one tends to get used to this.
When I see the warning chan I interpret it as anything up to the day before the character's 18th birthday. I know some authors use extreme chan for anything younger than 13/14, which is what I personally would describe this as.
