[It happens while the kitty cat's away.

All that hard work uniting the council and achieving peace for Gotham? It crumbles with one random act. No one knows who broke the ceasefire, but every Gotham Family is outraged. The Ukrainians swear it wasn't them, but they're now in possession of a very profitable business that wasn't theirs, and there are rules in the world of mobs, and lines that are toed. A price is put on the head of the one responsible, but the damage is done. All that peace and quiet, it slips through the city's fingers like water in a sieve.

And it's Gotham's citizens that will pay the price.

All untrusted footsoldiers, thugs, capos, ranking members of public office, they're tortured, strung up, taken down. The Falcones still control the mayor, so they get the power in their fingers again without much effort. There's a price placed on the heads of those working for this Great Family Truce, and it's probably a very good thing a certain green man and kitty cat aren't in the area.

Blood flows in the streets, and the docks are reopened and firepower floods the city. Cheap and tainted drugs sell once more, the poor cower, and the pimps forget their promises of kindness.

[After his conversation with Sam, Neil closed his home and focused on getting to the hospital. His head was spinning, words and words, Neil and Louis and Mere, snippets of this and that, images of what must have happened in the bar flashing through his mind. Every time he felt like he was close to making progress, to taking that step toward action, something else happened. Silent Hill. The double date. Dreams. And now, this. Apologies, apologies, apologies, and he just wanted this all to stop. He wanted everyone to be able to sort out their lives without tearing each other apart.

Before, this would be the point where threw up his hands and had a drink. But Neil refused to be that man, he refused to give up. To give in. Still... it was tempting.

He arrived at the hospital and went straight to the ER, telling the nurse at the desk there that he was here for Meredith, Meredith Janssen. She told him to have a seat and disappeared through a set of doors, but Neil didn't sit. He stood. He waited.]

[Some crackling. JARVIS has to do a lot of work to try to bridge the various comm lines, and he's been cut off from most of the places he's used to being (example a: Tony's suit). He manages to join the Avengers comms, those from other doors on the line, and localized aid in Stark Tower, just in time for some real chaos. Peggy coughs into the line through smoke and dust: an inauspicious beginning.

Smoke and debris is now billowing out from the center levels of Stark Tower after the explosion in one of the main labs. On the ground, HYDRA agents not bright enough to make themselves scarce in the chaos have all either retreated into small pockets of resistance, or are quickly being taken into custody by arriving National Guard.]
