The airspace is declared a no-fly zone by the new governing body, which consists of just him. Three planes that do not follow the ordinance are brought down by missiles over the bay. He encourages Gotham's citizens to bring forth their villains, the men and women that oppress them. And, without trial, these citizens are put in Blackgate.
