The search for one armed fugitive Roy Harper, former ward of Oliver Queen, wanted for a count of falsified evidence, and residential burglary charges came to a close in San Francisco as Harper was apprehended near the wharf, and has been remanded to the custody of Orange County authorities for processing and investigation.
