I told him that SHIELD didn't really betray me; that I knew going into that warehouse what was waiting for me. That you and I did, and plan to do everything we can to protect him.

He was pretty angry, but we talked. We worked it out. He believes me. He believes that he used to be my friend -- he still doesn't think he can get that person back, but I do. I don't think he's really as gone as Bucky thinks he is.

Effective immediately, Commander Steven G. Rogers (codename: Captain America) and Agent Natasha Romanova (codename: Black Widow) are no longer serving members of our SHIELD organization. Any intelligence as to their whereabouts are to be reported to me immediately.

In their absence I hereby name Agent Clinton Francis Barton (codename: Hawkeye) and Tony Stark (codename: Iron Man) as the replacement handlers for their cells. If this is your cell, I expect you to show these agents the same respect you showed their predecessors.

There's a gambit designed to get Steve in front of the Winter Soldier and your eyes on target in case anything should go awry would be well received. The Soldier thinks I am setting the Commander up to deliver him lock, stock and barrel. It simply isn't so, of course.

After that time, you will receive another missive from me with your instructions, which will include both a schedule of patrols and a living document recording the areas of anomaly within the city limits and beyond.

We need to know what's happening in this place - and we need to anticipate it.
