New Ministry Reforms Begin
Rose Faust

The awaited report from the much newly appointed Wizengamot disclosed this evening the results of their first week of deliberation on Minister Thicknesse’s approved and wide-reaching social reforms meant to revitalize Wizarding Britain.

A full list of the new reforms has been made available through the Department of Records, but The Daily Prophet has the highlights.

Thicknesse has stated that these reforms establish a clear restructuring and conceptualizing of many Ministry departments, and as such are being carried out systematically at all levels of the Ministry. The first wave of reforms affects the Department of International Magical Cooperation and the Department of Magical Law Enforcement in majority, and deals more harshly with underage magic and illegitimately used magic.

“As you know, there are those among us who do not have the skill or the right to practice magic, as doing so may cause harm to themselves or to others, and the new regulations see to harsher punishments in those cases,” Wizengamot leader Dolores Umbridge said.

The Wizengamot began another closed door session this afternoon, with the aim of reforms in the Department of Regulation and Control of Magical Creatures.

One question that has been raised is the fate of Hogwarts and the student witches and wizards therein.

“It’s ridiculous,” Minister Thicknesse said, “That anyone thinks the Ministry does not have the same level of control it has always had at Hogwarts. Things are running there as they always have done, and I intend to make it my personal mission that the eccentricities of Hogwarts’ Headmaster do not interfere with the education of our children.”

In other news, plans to establish a new identification system at the Ministry are underway, and will be in place by the end of the week.

Several more positions are left vacant, and will be filled by the end of business on Monday.

The Ministry Falls

Across the country as things went dark, Bonfire Night fireworks began. As soon as those first bursts began in the sky, the marks of all Death Eaters burned, summoning them to their Lord’s side. The place, this time, a home in London.

There are two bodies, freshly killed, and Bellatrix sits between them on the sofa. Voldemort explains that the woman is a halfblood who dirtied herself by marrying a muggle. The two have a daughter who’s currently disgracing wizardingkind by being taught at Hogwarts. Obviously, this must be stopped. The dead bodies are Kathleen Li and Jun Li, Su’s parents. This is their house. There are pictures of the two with their daughter around, if anyone happens to recognize her.

Voldemort reveals that over the last several days the way has been cleared at the Ministry for the next step in His plan. And that tonight the Ministry, and power over Wizarding Britian, will be His.

The Plan )

I’m going to start subthreads for each level of the Ministry.

Death Eaters can be masked if they choose to be, or open. DEs, comment if you were masked or not. How well you did your job. Etc. Anyone can feel free to post in with NPC family members and/or just random NPCs for you to terrify/kill/turn/etc. We need a variety of NPCs. From supporters who are glad to give help to the DEs, to people turning out of fear, to people escaping, to muggleborns dying! So jump in with whoever you’d like. While this thread will be IC/OOC, it would be fun to see some subthreads with some of the attack played out! However, it IS Saturday, and a holiday, so they offices would not be all that busy, so bear that in mind. Most groups of DEs will not meet more than ten people or so in any given office.

Order Members - Snape is going to manage to get patronus messages to Order members about this going down, so Order members can feel free to swarm to the Ministry’s aid. Unfortunately, they will not win the day, but you can feel free to jump in to any threads and battle! This patronus message is also the way that Minerva and Albus can find out about the attack and begin to prepare the professors, etc. for the defense of Hogwarts. Nothing will happen at the school tonight, but Albus will be fortifying it and making sure that when they do try something, the new 'Ministry' will not be able to get in.

Ministry members, if you were at the Ministry for some reason tonight, you should jump in on the thread for your specific level. People with NPC family members at the Ministry who you do not want injured, either have them not be at work, or have them get out quick! Or, of course, have them turn to the dark side!

Those who do get out of the Ministry will probably send frantic owls to their loved ones, messages, etc., about the Ministry falling to Death Eaters, unless they’re too worried about the threats to their families to do so? That’s up to you. Remember the “The Ministry’s been taken” fiasco at the Bill/Fleur canon wedding? I imagine that frantic scene happens in a lot of homes tonight. But it will not be reported in the papers, so unless you have first hand knowledge there is going to be a lot of conjecture and hearsay and disbelief. Phoenix Radio will be bringing you real news soon.

Everyone remember to communicate, etc. If someone is jumping into your level with an NPC, be sure to talk to them about what is going to happen to that NPC. Also, if you would please list out a list of the dead in the thread for LIST OF THE DEAD that will make it easier for us to have a good list of them later. The same goes for injuries, they should go on the LIST OF INJURES thread.

Questions should go in the QUESTIONS thread!

Ministry Owl

TO: The Administration of St. Mungo's Hospital for Magical Maladies and Injuries
FROM: The Desk of the Minister of Magic, Rufus Scrimgeour
DATE: August 29, 1997
SUBJECT: Conference Proposal for Ambassador's Visit

To Whom It May Concern:

The Ministry of Magic, for the benefit of its citizens, strives to foster international connections and further the Wizarding arts. In supporting this mission, the Department of International Magical Cooperation is pleased to announce the visit of Khakhua Tagoga Yauwii Dobunaba, the renowned Healer and Ambassador from the Korowai tribe of Papua New Guinea.

We hope you will recognize this invaluable opportunity and join with the Ministry to welcome such an esteemed diplomat. While we anticipate the visit will create new possibilities for international relations, we ultimately hope it will facilitate the exchange and creation of knowledge. It is the wish of the Department of International Magic Cooperation that St. Mungo’s Hospital for Magical Maladies and Injuries, due to its unsurpassable caliber and resources, host conference panels in honor of the Ambassador’s visit. These panels would attract eminent specialists across the magical disciplines; the Wizarding community stands to benefit from the Healer’s brand of ceremonial technique endemic to Papua New Guinea, which pulls from the country’s rich and unique flora and fauna.

It is with great enthusiasm and excitement that the Ministry looks to this prospect. However, it remains only a prospect until we have organizations to support our endeavor; we hope you will aid us in realizing its potential.

Sincerely,
Marietta C. Edgecombe
Assistant to Percy Weasley, Senior Assistant to the Minister
