In actuality, short of the advertising agencies and LJ exchanging personally identifiable information and bringing a whole lot of problems down on their heads, there is no effective way to check for localized adblockers that I'm aware of.

Actually, I think it's very likely the only ones to get in trouble were ones that admitted to/encouraged others to do it on news posts and the like.
