What: The Joker Resurfaces. Granted, it would probably have been better to do that at a time when the city wasn't crumbling. He's sick, sue him.
Notes: Yeah, I know things in Gotham are bonkers but I had this planned before Sandy. And the timing is good. He can slip under the radar.
