[There is a story running in the main paper in the Capital that outlines recent turbulence in the city-that-isn't-the-city underneath the Capital itself, and connects the recent market in the Capital for a street drug with considerably better effects and some really strange side-ones with a racket being run underneath the city. A couple of people with long-term consumption under-the-city are dead, possibly linked to the new trading up-top. But for the people in the Capital who largely don't care about the under-city, there's very little interest at all. The article isn't prominently featured and the byline is a JP. Murphy.]
