What: stolen conversation through an open window

A place as big as the LBJ held a lot of secrets, and while Maizie didn't know all of them, she had discovered a few over the past two years. One of her favorites was this: at the far end of the part of the shelter that once housed the School of Public Affairs, there was a window that opened. It was the second floor, high enough not to be a security risk, which was why Maizie hadn't ever reported its existence. And anyway, it wasn't even big enough for a person to fit through. You could get a breeze, but not much else.
The window looked out across the courtyard toward the old conference center, and even though everything that had once been green was now scorched to hell by the s'mores gas, it still wasn't a bad view. It was a good place to hide away, to escape the feeling that everyone was watching her and judging how she was handling things. Maizie had been using it a lot in the past week.
Her thoughts were heavy today, so it took Maizie a moment to realize that there was movement, down in the courtyard. She sat up, suddenly alert, and peered at the figure who'd paused under one of the twisted, gas-blasted trees. Not a shuffler, but not anyone she recognized either -- and Maizie knew most of the faces at the library.
Was it a raider, a wanderer, or a Capitol spy? She reached for her phone, figuring a text was the easiest way to alert Aunt Day about the trespasser, but she hesitated, thumb hovering over the button to press 'send'.
Leaning out of the window as much as she was able (not much, thanks to the narrow opening) Maizie whistled softly, until the man below looked up. He was young, maybe only a little older than she was. Impulsively, recklessly, Maizie called down to him.
"Are you lost or something?" Her voice was skeptical, but not hostile, making it clear that she knew he wasn't supposed to be there, but she was also curious about why he was.
