Rufus will have shoved a small clear area in the paper-catastrophe of his office and have set up several chairs so they can talk. He has a dictaquill taking notes and basically is like hi, how are you, have a bagel, and then gets straight to business - he wants ideas on potential weapons/experimental charms that could be developed to better fight the DEs.
