IC/OOC: The British and Irish Quidditch League Quarterly Commissioners' Meeting: Jan 30, 2018
Because of the size of the crowd, the BIQL Commissioners' Meeting had been moved to the first floor meeting room. It was drafty, and cold, and only barely suitable, but it was large enough for everyone who wanted to see the meeting to be allowed in.

In addition to all the regulars, Fraser noted the attendance of several people he'd identified as team management from other districts.

The meeting began and Fraser let the beuraucratic niceties flow around him. The roll was taken, a quorum was present. The minutes were read and approved. The agenda was discussed and approved. The January meeting was normally quiet, because nothing much was ever done mid-season, but this one looked exciting, or it looked exciting enough to draw a crowd. In addition to the usual quidditch press, there were some international reporters present.

Whatever they did, it was going to be noticed.

OOC: BIQL is democratic! After each section/speech, feel free to ask questions.

Fraser read the summary of his hearings into the records. 43 people spoke, 23 in favor of the motion, 15 opposed, 5 wanted more information. Fraser listed the key arguments on either side.

Fellow Commissioners, Mr. Chairman, and all our guests. I wanted to give my personal testimony about what I saw and heard in these hearings. Many people saw, in the continuance of the sport of Quidditch at a time of war, a dangerous willingness to go along with wrongdoing.

It doesn't matter if we were willing or if we were coerced. It doesn't matter if the sport was, to us, an escape from the horrors of the outside world. It was seen as another injustice. And in the end, at least, when we were playing under the auspices of the combined league and Ministry, it was.

The most serious objection to the motion that I heard was that it would whitewash our history.

We can't change what we did. And we mustn't pretend it didn't happen. But it's fair to say that we didn't have full control over our choices. And it's right to say that we don't approve of what was done in our names.

Before we consider the motion of Commissioner Cavanaugh, I want to propose an amendment to the wording, as follows:
The 1997-1998 season was played without the oversight of an independent BIQL, under the auspices of the Pius Thicknesse Ministry. As this season was played outside of control of the BIQL and did not live up to the BIQL standards for fairness and equality, the season will be recorded in the record books, but will not be used to calculate statistics. Furthermore, all statistics that would otherwise cover this period in official BIQL records shall have a footnote discussing the circumstances of the omission.

Mr. Commissioner,

The system we have for ranking teams against each other is unfair, antiquated, and tied to our educational system's model of points and demerits in a way that is nonsensical.

We are out of step with the Quidditch playing world, Europe, and the IWC. Our own ministry keeps separate statistics for use when discussing the relative strength of teams in our League.

Worse than just being different, our system is materially worse. A high-scoring but losing team will appear higher in the rankings than a team that consistently wins by a few points. We should know what matters, and we should use it as our key to rating our teams.

Changing the method of ranking league season results is an important step in moderizing play to reward teams for skill, strategy, and ultimately being better than their rivals. It will result in better competition in the finals, and it will be likely to keep the best teams from meeting before the final game.

I propose that we commission a study group to study the various international models that exist and recommend a new method of quiddtich league ranking. I volunteer to be a member of the study group.

Merc raises his hand to look around at the Commission and say: "I think the question that needs to be answered about our rankings is a simple one. What do we want to value most? Winning or scoring?"

It has been pointed out that numerous players have been out of uniform during regulation play. Is this interfering with quality quidditch? Should there be consequences for not wearing your team's assigned uniform colors?

Jason stands and waits for Chairman MacFarlan to recognize him before speaking. If he has to wait until others speak, that's okay. Jason can be quite patient.

Although his shirt might be a bit cheeky, he is calm, collected, and well spoken. "I should like to ask the Chair MacFarlan to read the official uniform and equipment policy into the record."

Lex is definitely there. She'll greet Fraser if he's free, but if he's busy, she'll leave him be. She's curious about what might be said and has some ideas, but she might not speak up.

Jason has once more rallied a muggleborn/pink cohort for the night. He is wearing his new "The only thing I steal is quaffles" neon pink t-shirt with a jacket (to dress it up). He is eager to hear what happens with the BIL motion about the war season and also see what other plans are in action. He may have a few comments to share, and will certainly play politic with ease to anyone who approaches.

Merc came with Rafa, mostly just to listen (even if the topic of rankings will have him raise his hand). They've both worked the Ministry side of Quidditch and know how these things go, but for once there are some interesting topics at the meeting.

Questions for the Comissioners - Justin Finch-Fletchley

Justin waited until the apparent new business was discussed the public was invited to ask questions. He rose and stood before them, a typed statement in his hands. (People that know him well may notice that he's gripping the paper rather tightly and he's a little stiffer than normal.) He's wearing a bright pink collared shirt under a jumper, presenting a very neatly, conservatively dressed (if muggle style) young man. He then begins to read his prepared statement.
Esteemed Commissioners,

With the Scottish Referendum not two weeks behind us, we are at the crossroads of opportunity and change. And with these changes, I would like to propose a plan to restore the Banchory Bangers as the fourteenth team of the BIQL.

The team was forced to disband in 1814, not by this body, but by the Ministry of Magic. The BIQL's independence has been previously discussed today. It is on that basis that it up to you as a collective, not the Ministry, that can choose to incorporate or disband teams.

Concerns and comments are inevitable and are welcomed. I hope that we can at least open the floor to the discussion of returning the Banchory Bangers to their rightful place within the League.

Graham arrives, wearing his full kilt, and accompanied by Alec. Before the meeting starts he makes the rounds, greeting other owners, BIQL and DOMGAS officials, and, of course, Peggy.
