why: He is annoyed.

As soon as the Inner Circle had left his side, Voldemort turned his attention back toward the flames. And if based on his mood, and he just stared into the fire for the longest moment. Then, as he cracked the bones of his neck, and stretched out his shoulders, his eyes closed again as he murmured the words to a spell. Then, the Dark Lord holds his left arm up toward the fire, and a jet of flame reaches up from it and over toward his arm.

As the flame encircles his arm, he lets the spell reach out through the Dark Mark, touching every single one of his Death Eaters, from the most powerful of the Inner Circle to the most hesitant of the Young Generation. Each of them would feel a sudden pain in their arm, as if someone had jabbed a needle, or if the snake on the Dark Mark had decided to bite them as hard as it could. Each would then hear the whispery voice of the Dark Lord, for there was never mistaking his voice, as it said “You have all disappointed me. This will stop.” Then the voice and the pain fades away as if nothing had happened.
