Industrial Warfare and National Security had come up with this special idea during a conversation about budget cuts and their usual 'can we start shit in XYZ and trigger a chain reaction that will tear the world to pieces?' game some time ago. US Military hadn't been able to join them that night which took away one third of the fun so they had moved on to finding ways of how to alleviate the massive boredom that was eating away at all of them ('them' being the gods with an affinity to wars and disasters).
Half a dozen bottles of scotch later, they realised that if the government couldn't provide them with the money they needed to rattle, excuse them, protect the world, they would have to get it themselves. Thus the idea of a charity dinner at which US Military would be auctioned off as the highlight of the evening was born. A group of sponsors was quickly found in the Nevada desert and they set this thing into motion.
It wasn't exactly your regular charity function since the cause was neither a disease nor starving people in a third world country. In fact, nobody had been told for what money was being raised, but if there was one thing you could count on then it was that rich people didn't really care as long as they could show off their nice gowns and jewels and go to bed feeling like good people.
Yes, everyone wanted to be good and have a good time while they were at it.
