When: Posted January 20th, 1980, as per this entry, consistantly replenished since then.
Where: Posted at St. Mungo's in the Creature Induced Injuries ward, some distributed later to the Department for the Regulation and Control of Magical Creatures, Werewolf Services. Some posted in the werewolf transformation facilities as well.
