It could, but we were still hesitant to go there until potential pros and cons were thought over. Personally I'd say we've already broken the prime directive, through no fault of our own. This planet has been fundamentally changed by our presence here. We might as well continue with that line of thought and share our knowledge.

It did, yes, although we did have some periods of unrest when we first encountered new planets. I have faith that with the proper preparation it could go well.
