As this IS a spoof of the "Tiny Toon Adventures" genre (even down to internal "Acme" references), that shouldn't really be surprising

Whoa, that makes TOTAL sense! So li'l Starfire is Elmyra, and... wait a minute - that doesn't make total sense. Who the hell are the others analogues of?

No one specific, which is why I said "genre" not "series". :)

Tiny Toons made fun of itself from it's first episode by acknowledging it was essentially cuter teeny versions of classic WB characters.

I suppose - from what I've seen of it, though, the show's strengths came largely through its willingness to break away from from its inspiration when appropriate, to not just be 'Oh, hey! Aren't the Looney Tunes just the greatest? And we're just like them, but younger!' over and over again. I mean, Buster and Babs and Plucky may have been younger versions of Bugs and Daffy, but they're very distinct characters in their own right.

The shows major strength was being incredibly funny (Paul Dini's episode of "Batduck and Decoy (the Pig Hostage)" being a highlight, and an early taste of what was to come in BATS), and, in true Looney Tunes style, mocking themselves as much as anything. Most of the characters were based on a classic characteristic signature personality traits(Dizzy Devil - Taz, Plucky - Daffy) etc but yes, they had their own personalities, thankfully.

Oh, absolutely, but it wouldn't have been nearly as funny if it had centered solely on the basic concept, i.e, 'young proteges of the Looney Tunes'. A good deal of the episodes had almost nothing to do with that concept, and they were some of the best.
But yes, it was frequently hilarious. A favorite moment, from the 'Dream Date Game' episode:

Elmyra: Bachelor #1 - we're out at an expensive restaurant, and you find that you've forgotten your wallet. WHO WAS THE 12TH PRESIDENT OF THE UNITED STATES?!
