No, but he regretted it because he felt it was the needless and sadistic destruction of a character who, after all, was one of the very few really well-developed characters in the DCU(stop snickering, I mean in character). More so than, say, Supergirl or even WW. We forget that: she was unique right from the start; even though she was taking Batman's name and look she was still very distinct. She was smart and gorgeous, completely independent, a congresswoman in the 70s, for godsake, and you also forget how rich an inner life she had for the reader: lots and lots of thought balloons, she always listened and thought and you were in on it with her).

The point of the crippling wasn't to pave the way for Oracle. It was to remove her from the DCU. Moore felt it was a mistake, but not because he wanted to use her, because it was a waste and disrespectful. One of those contributions to grimdark he regrets.
