Still, I can't imagine why the Joker hasn't been gunned down by anyone yet, cop or civilian. I do recall him getting shot a half-dozen or so times through the chest in "Gotham Central" after he went on a killing spree in the offices, though. And I think he actually was executed once, but somehow recovered immediately after. (Why they didn't just try again is a mystery.) So I imagine he's got some sort of metahuman regeneration going on that nobody has bothered to notice*.

I honestly can't imagine why someone who catches a glimpse of Joker just doesn't unload into the guy. The worst that could happen is that his henchmen shoot you in return, which is likely better than anything the Joker himself was planning to do. Just that fact that you're in close proximity to the Joker should make it self-defense or justifiable homicide.

*One would think that Batman, who has personally punched out several dozen teeth** from the Joker's mouth, would notice.

**I bet he's got a jar in the Batcave Trophy Room full of them.
