That's dumb - if they think he's actually dead, how long can they keep that up? Eventually, questions are going to arise, and then the world will conclude that he's either dead or a 'missing person' - and if it's the former, that opens up a whole new kettle of fish. Who should inherit the Wayne fortune? Damien is the true heir, of course, being his son, but then he has two wards and one ex-ward - Dick. Also, Damien would be tricky to account for, because he is A: underage - you can't inherit money until you're eighteen - and B: more importantly, there is precious little you can say about him being Wayne's son unless you admit to the general public that Bruce is Batman - which, one would presume, they would rather not do.
So if Damien doesn't inherit, who does? Cass is also underage at this point, I think, so that leaves Dick or Tim (who if he's seventeen at this point, can be handwaved into legal age without much trouble - ta-da! It's his birthday! 18 now!). The most likely inheritor would be Dick, of course, since he's the eldest - but what about Tim and Cass, then? Are they mentioned in the will? If so, what happens to their portions until they come of age? Do they get allowances? And what happens if Damien, brat that he is, decides to blow the roof off all this by announcing that HE is Bruce Wayne's son, thank you very much, and where's his damn money?
It's a great big fish-kettle that will probably never be opened up, because of course DC has to keep up the pretense that 'oh, he might be coming back any moment - any moment now - OH COULD THAT BE HIM HOLY COW NO! It wasn't him! HAHA, you suckers! This might be him now, though!' In reality, of course, the whole thing is all planned out, and he'll come back in a year or two, after we've all had our fill of Dick and Damien stories. It's very ironic that DC keeps trying to be all REALISTIC when really, their stories have about as much to do with reality as a thought balloon.

Dick and Tim (and possibly Cass-don't know where that adoption stands) are true heirs whether or not Damian is his biological son, which I guess he would have to prove by stepping forward, claiming he's the son of Bruce Wayne, and taking a DNA test if possible. But Dick and Tim are Bruce's sons equal to him if he's Bruce's kid, and Bruce no doubt has a very specific will already.

But yeah, I've no idea how they're handling the whole "Bruce is alive/dead" thing. Tommy Eliot is I believe going to escape and start pretending to be Bruce, which he already has. I would assume the point of it is to spread out Bruce's death and Batman's as long as possible so people don't connect them dying at the same time (as Vicki Vale already has). Tommy was already posing as Bruce for a while so that kind of helps them there. Bruce has been seen alive after Batman was considered dead. Now Dick and Tim are just both claiming to have spoken to Bruce recently long distance.

Haven't heard of Tommy Eliot - who's he? Good guy, or bad guy?
Whatever the situation is, it's kinda weird that Steph is under the impression that Bruce is still alive. I mean, doesn't she already know he's Batman, and that Batman is dead?

She does know--I don't think she ever says here that she thinks Bruce is alive--she just knows other people don't know he's dead.

Tommy's a bad guy who's jealous of Bruce and recently had plastic surgery to look just like him. That may become dangerous if he breaks out of the cell where he's being kept right now...
