He's had what, less than a dozen appearances in three years? And the entire basis that that was based on can be described as "Got hit on head, had coma, woke up with entirely new personality", that's not character development, that's a plot device, because immediately prior to that he'd been the even more annoying "metrosexual" (which is apparently like camp, but wearing more black) Riddler who knew Batman's ID, thus removing a major element of the character.
