"Who brought the donuts?"
"The card says it's from the warden."
It was a lazy, Sunday and it was time for the unceremonious changing of the guards from the evening shift to the morning shift. Grabbing a donut and a cup of coffee before going out to make their rounds in the prison, nobody suspected the pastries and drink had been drugged. At first, none of the guards realized anything was wrong. The drug began subtle, making them feel a little groggy, which was a normal reaction for the body this early in the morning, so it wasn't detected until the grogginess increased and guards began feeling dizzy, causing them to stagger. Those guards who didn't partake of the donuts were concerned and started radioing in their superiors while the prisoners, behind the bars of their cells, took notice.
All of the sudden, every single cell in the penitentiary, from minimum security to solitary confinement, opened all at once while every light flickered off, casting everything in shadows. The security system and alarms were similarly shut down, and strong interference around the area prevented any communication from coming in or out.
The loudspeakers, mounted on the walls throughout the building, came to life with the Riddler's laughing voice. "Riddle me this! When is a prison not a prison? ANSWER! When it's been broke in! Have a riot, everybody. This one's on me!"

From the security of his underground Lair, Eddie orchestrated the events from his bank of computers screens, monitoring everything via prison's the security cameras. He watched as the prisoners emerged from their cells to violently attack the guards, quickly overpowering them with their sheer numbers.
Everything was being recorded.
The Riddler turned around to face the camera that he'd set up to address his audience, those who might be watching the horrible events unfold on Streaming Live video. He played to the camera with great pride and showmanship, spreading his arms open wide to present the multiple monitors flickering behind him and the violence they displayed.
"Come out, come out wherever you are, Batman," he sang. "We won't accept any substitutes. If you don't show your face, then I feel sorry for the innocent lives that will be slain. Actually, on second thought, I take that back. I don't feel sorry." Eddie grinned, maniacally. "A prison staff member will be executed every fifteen minutes until you arrive, starting with... this one."
Eddie stepped aside so the camera could focus on one of the screens behind him: an older lady, a cook from the kitchens, had been forced to her knees and was weeping. A prisoner with a pistol taken from one of the guards held it to the back of her skull and pulled the trigger. There was a spatter of red and the lady slumped to the floor dead.
"Don't make us wait any longer, Batman," Eddie taunted as he casually rested his cane upon his shoulder.. "Any delay, and these lives will be on your head."
