ETA: NOW WITH SPOILERS TO REVEAL THE ANSWER!
An alert sounded on Oracle's computers: something had been sent and by the multiple question marks it would be obvious the email came from the Riddler.
Opening the mail - there was no text, just an attachment, which turned out to be a video. Clicking 'play' revealed a remake of a music video to an old song by the J. Geils Band, recreated as faithfully as possible, complete with cheesy 80's green screen special effects and potato-head psychiatrist animation. The Riddler and Harley, in their respective costumes, lip synched and wildly pantomimed playing musical instruments in a large room that was lined with a parachute. They looked like they were having a blast, particularly at the end when they started throwing buckets of colored paint on one another.
[I'm sorry for torturing those who was forced to watch and listen to that video repeatedly. I honestly thought that the clue was so obvious that it would be solved quickly.
The clue is not in the original video at all, but in the Riddler's version, so I should've been more specific.
The chorus FREEZE FRAME, repeated throughout the song, is to be taken as a command.
Every time the chorus FREEZE FRAME is shouted, and the character freezes the video, they would find a single frame edited in, which wouldn't have been noticed when playing through the video. In that single frame, is a shot of either the Riddler or Harley, holding up a sign with a single word written upon it. Going through the video, pausing and collecting all the words, this riddle is formed:Upon a score plus four more
