To the outside observer, the facility looked like nothing more than a water treatment plant set next to a fast flowing, yet still rather small river. The location choice had been deliberate, after all hydro-electric power was generated by the river and thus it disappeared off the overall grid. The lack of a landline telephone wasn't surprising. It was built in the age when satellite communication and cellphone towers were king pre-Flare. No one had bothered to fix it after the fact. The station was officially decommissioned not so long ago, though what it had been doing in the meantime was only discussed in a file so redacted it was nearly impossible to tell what had been written there. It seemed as if those who who had been deciding the story simply left behind the articles 'a, an, and the'.
It was the date the facility had been decommissioned that drew eyebrows. It was one of the last to be closed down. Thus the decision was made that the Brotherhood of Mutants would start their search there. It made sense a recently closed facility would be easy enough to reopen to move people who were meant to be gone. No one was supposed to be there, no one was supposed to be looking into the place. It was out of the way. That was good enough.
The grass was brown/green from the weather, the water throwing up mist over the edge of the dam near the building. There were no overt signs of inhabitance. Just an oldish gray building standing when perhaps it should have been demolished. Exactly the kind of place where anything bad could be happening to anyone and no one but the person responsible would ever know.
