I find myself tired lately though I assure you I don't have the flu. The ones you have here don't really do that much by way of affecting me.

That said, if any of you do need anything brought to you, let me know.

And I'm taking a few days break from Classes if thats okay. Work on on the work you have and we'll resume next week?

I'm giving him a chance. You can call me foolish or question why but he gets one chance to proove himself. He's the only other Time Lord here and that means the decision is mine.

I know the things he has done and I'm not saying forgive.

Can you just trust that I know what I'm doing?

The Time Lord I spoke of having arrived, he calls himself the Master. He has done things, terrible things. But I wonder might being here be a chance for him. I hope that it is.

I'm keeping a careful eye, and he is getting one chance from me. I cannot speak for you and yours and its unlikely the others of my dimension would want him in the complex. I'll figure something out.

The Doctor isn't here. I am. and the Master is unstable! Mentally, physically. And he is extremely manipulative. While I respect that you are the only Timelady here and you now have a peer, this cannot outweigh the evidence that has piled up against him!

Did the Doctor tell you what he did? Everything he did? The doctor forgave him! And instead of regenerating he chose to die! He chose to die! Instead of leaving with the Doctor! After everything I have tried. But he is a threat. Pure and simple. He is not better than the Cybermen or the Daleks! You would have him walking free?!

You don't need to tell me about how Manipulative he can be. I am well aware. And well aware of his history too. I know what he did to you and yours, and to the Captain and many more besides.

But I know what I have done too. There are parts of my past. Parts of the Time War that...

It changes you Martha. In a way you could never understand. And I was President of Gallifrey. If nothing else, he is Gallifreyan. He is my responsibility and I assure you he will not be left to his own devices.

I'm not just going to kill him, and neither are any of you. I'm sorry if you think I'm wrong. You have that right. But its not going to happen unless it has to.

So you ordered the destruction! Yes. I know all about it! I saw the Doctor dealing with the guilt every day. Guilt can be a powerful motivator. Its why the Doctor wanted to take him with him! But even if he isn't left to his own devices you don't see this as a risk? You are seriously letting this blind you! I respect you. I've heard too much not to!

Oh, do not try to talk down to me about this, apologizing that you think I think you're wrong? Just talk to me, Romana. This is going to blow up in your face! Talking with the wrong person - do you know how he took over? Do you!? He used mind control, manipulation! I don't care if it 'never happened' he killed MILLIONS of people! On a whim! Not for any reason ~~he had a reason but still! Not a good one!~~ He cannot be trusted!

How do you suggest to monitor him? Allowing him access to technology? That is how this all started! The Archangel Network? Ringing any bells?

The destruction yes. But did you know I ordered the Master free. Me and my council debated, but he was the Warrior we believed we needed on the Front Lines. Someone strong enough to fight. I gave the order to let him free and he ended up on your Earth. I'm not letting it blind me and I see the risk. I do. But you're asking me to stand by and order him dead. I gave him to the Daleks for trial once before to try and save my world.

It didn't work. It never...

Martha I can't. I can't let you kill a Time Lord, any of you, Not once, not twelve times. I can't. I don't like him. I don't trust him. But I am responsible because he is here.

I will monitor him. I'll do it. And he won't get anything like that up and running again.

It happens! You move on! That is in the past. Not now! I am asking you to lock him up where he will no longer be a threat to anyone, any people, anywhere!

So don't kill him! Put him in a dark padded cell where no one will have contact with him ever again! What should have happened the first time! I realize the desperation. I do. But I will NOT have you putting this planet in more danger because of your guilt or loyalty towards a madman! Do you understand me!?

The Doctor isn't here. We protect in his stead! It is our job. Abnd I will not stand by to have him here, free. Would you put everyone here at the possible hands of him?! I've seen the damage he can do. First hand. I'm the one who walked. Not Rose, not Jack, not my parents. Me! I saw everything. I still have nightmares about it years later.

How do you suppose to monitor him when you have to go out? Call a babysitter? The Doctor would have said to forgive. And I have tried. I have done what I can to put it behind me, but I will not allow him to do it again! Ever! Where you stand is your choice, Romana. But know this. He is dangerous! No. I'm not putting anyone in a cell. I'm not President here and you can take it up with the relevent people if you feel you must. But I'm going to try to help him. If I'm wrong, then I'm wrong and I will stop him before he hurts anyone. I will. Because he is my responsiblity.

The Doctor isn't here. But I am. And as a Time Lady I am telling you. No. No he isn't going to be killed or locked away. Not unless he does something here to warrent it.

Where are you going to put him? Bring him into the complex? Give him access to a satelite network again? He created himself from nothing before - Harold Saxon? Whats to stop him from doing it again? Without you knowing it?

Oh don't even, Romana. I'm a doctor, humans and timelords? They're not all that different. Guilt is guilt. You're trying to make up for past mistakes. And I can respect that. But as I said, he does one thing. ONE and he is gone. I am not risking this planet! Not again! So get off your high horse and see this for what it is! How many times did he try to usurp power from the Timelords? How many times has he tried to kill no only the Doctor but you?! I've seen the TARDIS' databanks. I'm not being fooled by him Romana, and I'm not letting you be blinded by your guilt... I understand you miss them. But he is not like the rest! You know this!

His being here puts everyone in jeopardy! Supervised or not! If you want. And I would go along with this plan. We look into building a chamelion arch. Somehow. Trap him in a watch and throw it into the sea! I don't know how, but it is a suitable punishment. And the only way I would feel comfortable with him being here!

Yes, we are different. Hundreds of years, supposed to only observe but it doesn't always work out that way. You knew the Doctor and he truly was the best of us. Time Lords are by their nature ~~bette~~ ...more advanced.

I know better than you who the Master is, and Leela and Ace know things that you do not. I understand the worries. I really do. But don't pretend you know the Time Lords because you travelled with the Doctor.

Take away his mind and his ability to regenerate?

I am well aware of how he escaped the Time War. I still won't do that here.

I know. If he does something then the mistake will be mine. But I have to offer him the chance. I have to.

Tell me, is changing someone entirely, locking them away, essentially making them a new person and never giving them the option of going back. Isn't that killing them?

I could look, and I could see. But the Doctor told me all I needed to know of it. I could look in the Master's mind if it came to it.

I know enough. I didn't see it burn. But I saw the beginnings. I saw Daleks, in numbers you couldn't concieve. All of them converging on the Citidel. I saw death, destruction and chaos and I gave the order.

Forgiveness isn't easy Martha. And yes, it is up to me because I'm a Time Lady.

You still have yours. Whatever he did, he was stopped. He was able do be stopped. Do you think me so much less than the Doctor that I couldn't stop him if he crosses that line again. The Daleks though. They couldn't be.

You had the key to your planets destruction in your hand. So had I. But I gave the order. I did it. So don't tell me its the same. Its not the same. And he's not just as bad as the Daleks or Cybermen. Cruel yes, but not entirely without feeling.

I don't trust him. I really don't. Bur please Martha. Understand that I have to give him this chance.

What I think is that he'll find a weakness and exploit it. Whether you know that he's doing it or not. It doesn't have to do with you being able to stop him, with us being able to stop him, it has to do with being able to catch it before it happens. And no one can do that. The doctor only travels with the best. You know that. I know that. This is because the Master is literally a wild card. He's too unpredictable. And unstable. And he's dangerous.

I'm worried. About you. About us - all of us. And what he could do. And will do if he gets the chance. If he'd been given the chance he'd have destroyed us. Using the Toclofane. He would have.

I understand. I do. The only timelady here. I do. Believe me. But what if one chance is too much. You gave him one and he ran off. And then I saw that bloody watch and started this whole thing! You see? I'm as much to blame for this as anyone else! The whole godamned was my fault! That stupid watch! He had a chance. And he purposefully gave it up. I'm not letting this drop. But if you must give him that chance understand that I'm going to watch him like a hawk.

I am not letting something like that happen again.
