Yeah, I kind of assumed he was just "two days past 18" or something, so there wouldn't be any issues of guardianship when Bruce "died".

Cassie, Kon, and Bart are all probably about a year younger or so.

No, I remember from one of the first Batman RIP issues Tim says that he is 15 and that he has been Robin for over 3 years now.

Tim had his 16th birthday before OYL. How could he be 15? (I remember him mentioning that having a legal guardian wouldn't matter when he was 18 in one of the last Robin comics, which gave me the impression that that day wasn't far off. Which is why they're aging him up to Red Robin, an adult character, and Dick is saying he's not Robin because now he's his equal, which he would never do if he was 15--that's still Robin-age.

Where does he say that he's 15?

Also, he became Robin at 14, so if he's specifically saying it's been 3 years, that would also make him 17.
