Oh come on, it's not like Norman is anything of a real threat.

No, seriously guys, Norman can only claim to be Spidey's 'greatest enemy' because he knew his secret identity. That's it. Almost all of Norman's threat came from the fact that he could act on the knowledge of Parker's identity. That, and that he's bat-shit insane. He could barely run the Thunderbolts, and that was mostly due to him being loonier than a squirrel on crack. He hasn't the genius, brilliance, or charisma to seriously go toe-to-toe with Doom, Namor, or Loki.
Come on. Doom had the world in his grasp any number of times, and squabbles regularly with Earth's geniuses. Namor is fucking Namor. And Loki eats backstabbery for afternoon tea.

Norman's in power through a fittingly American way of things - political-industrial complex. Those tend not to end very well. Washington only wishes that the country could be run like a corporation.

Norman was set to fall from the get-go. The fun is watching how.

I dunno about that.

Since Day 1, they've emphasized it'll fall apart. Since then, we haven't been given any reason to root for him, his plots aren't especially skillful and he's been given zero depth.

I mean, when Red Skull killed Cap, it was fun to see what he'd do next, because it was so well thought out. He got points for style if nothing else.

Honestly, I just wish it were over already.

I maintain that Peter's greatest foe is and always has been one Otto Octavius. Peter's most intelligent enemy (keeping in mind that intelligence is supposed to be one of Peter's biggest strengths)? Dr. Octopus. The first enemy to beat Spider-Man in a fair fight? Dr. Octopus. The first villain to be responsible for the death of a major supporting character? Dr. Octopus. Norman's only "draw" as a villain was the Harry connection. Yes, he killed Gwen, but he died in the following issue. He was promoted beyond his importance after his "return."

All that being said, one can certainly make a strong case that the Goblin Legacy is Peter's worst enemy. I could accept it. If we're sticking to individual villains: Dr. Octopus.
