At a guess, members of a new "Masters of Disaster", the elementally themed mercenary team that the old Outsiders team fought. Former members Windfall (wind powers) and Shakedown (earthquakes) are currently dead, I thought Heatstroke and Coldsnap had retired, but seem to be there, and New Wave (their psycho water-form leader) was in jail, but I can see her reforming them.
