Those are good riddles. I don't know the answers, but I'll tell you what I can.

I reformed a long time ago. Harley still causes trouble, but no one here cares about robbing banks. The same goes for meow face who occasionally helps with the bat family (no surprise there). Once and a while we'll get trash like Ra's or Scarecrow and they'll blow through town and kill everything before being locked up or killed themselves. But, that constant presence of Rogue Underground simply doesn't exist. It did for a short while and then it was all gone. Now, the biggest concern seems to be mobs which are boring and the occasional killer. It's like we were sucked back to old, old Gotham. Before any of us had our colors.

I noticed the difference. It feels more like the Gotham I came to all those years ago, not the one I left. So no Clown, no Clayface. The thing about old Gotham, its a petri dish, we all grew out of it. We made Gotham into something that worked for us because the mob and the way things were run then didn't.

So now we don't change Gotham, it changes us? Thats what you're saying.

I think we bounced off each other, too. Remember those early years? We all worked together because we were all different. Here, a crazy person howls at the moon alone.

That's right. And, this Gotham is different. It changed all of us into people you'd barely recognize. Every Ivy that has ever walked through that door hasn't made it. She ends up sitting alone in her lab with Harley bouncing around the Green House. Eventually, they all vanish.
