Thor...at least, half the time. I'm going a more comic-canon route (with a few mythological nods in there, because Norse Mythology is fun), wherein after tossing Thor out of Asgard, Odin slapped him with both amnesia and false memories to add to the object lesson. Because having a pissed off god wandering around isn't a great way to teach humility, apparently.
So, far as he knows, he's happy as a clam as Donald "Erik" Blake, trauma surgeon, with a few martial inclinations to be well-rounded. Except for the part where he's starting to have these weird blackouts; Thor is starting to punch through the spell, having moments where he remembers everything and has access to his full powers (and Ye Olde English), and is starting to be aware in general. (Whether he's more than one person or not, though, is complicated.)
What does this mean for plot? Well, for those who'd have prior interactions with Thor, that certainly could have happened during one of his "dibs on the body" moment; depending on a Loki-player depends on how involved he was with some plots, but he was certainly around for Frost Giants, hammer and all. Whether he's gotten onto the news or wider awareness or not is still up in the air - he tends to vanish quickly when the crisis is over, due to Spell/Erik taking over.
For new plots, it means you can have a team-up with Thor, or you can wander into Mercy Hospital and get stitched up by the good doc, or anything between!
