They ain't mercenaries in my world. They're the military of the reigning government. Those in teh central planets have all the protection they want. Those on the border planets... well. They get what the governments think they should get. But they don't get cared for. THe poor stay poor. The Reavers pick em off when they can. Ain't nobody protecting them from Reavers.
