	I'd guess that not all of those jobs are strictly legal. [Not that it particularly matters to him, but he has little else to do in MarinaNova beyond learning about his fellow inmates. 	Fought hard for the Independents. Then Serenity Valley happened. Turned the tide of the War and Alliance won. Things've gotten worse and worse for border planets since then. They ain't mercenaries in my world. They're the military of the reigning government. Those in teh central planets have all the protection they want. Those on the border planets... well. They get what the governments think they should get. But they don't get cared for. THe poor stay poor. The Reavers pick em off when they can. Ain't nobody protecting them from Reavers.
