Incoming policy change! Important, so you get no cut.
Since around January we've been fielding complaints, both directly and indirectly, about the game getting too big. Many players are concerned that the size of the game is making it difficult for characters to develop meaningful CR since there's between 5-10 newcomers every week, or every "day" in-game. Intro posts are getting less and less attention. It's also getting more difficult for people to develop meaningful relationships with each other, which we'd like to think is one of the stronger points of our game. Everyone here is very friendly, very receptive, and very warm. We want to keep being that way, instead of just waving at the newcomers but not really properly making them feel welcome.
We've talked over some options, and we've decided that the most viable route is:
App periods.
Some people advocated this a while back when we talked about newbie-flood Mondays. At the time, it didn't seem necessary, but it might help us now! We're going to have apps closed for most of the month, and then open them for the last week of each month.
Having app periods will allow everyone to deal with just one rush of newcomers per month; the rest of the month can be spent developing character plots, character relationships, and player relationships, without having new elements being constantly introduced.

Acumen will announce this change ICly. New warden, new rules, right?
We will announce when apps are opening and when they are closing in the OOC community, as well as on the app page itself. As with the current system, we expect that app acceptance will begin Monday and close Sunday night as we review the apps, just -- only on the last week of the month. This will probably overlap slightly with the HMD, but incoming characters will never be required to participate in the HMD, so uncertainty there will be reduced.
We will accept reserves for the app period. No more messing around with extensions or expirations; if you comment on the 2nd of the month, your reserve will last until the end of the month; the apps open on Monday, and that Friday we will comment to anyone with a reserve to tell them that the app period is running out on Sunday, so the reserve will be more of a reminder and a statement of intent than anything else.
New characters will be allowed into the community on Monday once again. Huzzah!
Challenge applications and reserves will still be allowed. No other changes to character limit or cast cap at this time.
This system will go into place starting April; currently accepted reservations conveniently enough all expire April 1st. Future reservations will be accepted until the end of April.

On a related note, some people have suggested that we should get someone to help with the NPCs. We're doing a trial now to see how that goes; please bear with us a little longer. Much of the game information has already been updated for the shift to Acumen, but the FAQ page will be undergoing extensive revisions, and it probably will not be updated for a few days yet. Again, please bear with us.
