This is Apa's fourth character, The Millennium Earl, from D.Gray-man. The Earl will also be bringing along his trusty, sentient, pumpkin-headed umbrella, Lero.

(Two side notes: The Earl is permitted to make akuma in Marina, but it will require mod approval and some significant planning in order to do so. I won't considering any akuma-building for at least two IC weeks, just as an FYI.
