Why is there a room entirely dedicated to what appears to be torture devices in the TARDIS?

Yes. They are large, in some cases appear to include a surface on which the victim is to sit or lie (though why a torture victim requires padded seats, I couldn't say), and what appears to be an increasing amount of weight.

OH omg I thought you meant. That sounds like a gym. It's a place people can go to work out and exercise by lifting weights or running on a treadmill or doing other things like that. They're not actually for torturing people, but I'm sure some people do think of them like that.

That's unnecessary. We only have one body. To use it is to exercise it. Most physical activity employs multiple muscles, if not all of them.

I've use gyms before, but mainly now I just exercise through stretches and dance.

Sometimes people want to focus on specific areas, especially if they're injured and need physical therapy. And some people have disabilities that keep them from doing certain things, so machines can help.
