In 1999, Pius Thicknesse finally started acting like a Minister of Magic but he destroyed the trust of the Wizarding Community. He indicted many and sentenced others to Azkaban or to be administered the Kiss. Shortly after these incidents, Thicknesse was impeached for his atrocious acts and behaviours. The open position was given to the just and fair Kingsley Shacklebolt, he put a stop to the unfair trials and Azkaban prisonings, he even started the Dark Creature Disposal Act in 2002. The Act itself started because of the over-population of Dementors near Azkaban, in London and the neighbouring cities. By the Fall of 2002, the Dementor numbers had dwindled down to a mere ten. In efforts to save their numbers, they started residing in the cemantary of Godric's Hollow. The last ten Dementors decided to repopulate but at a pace never seen by people; they used their magic to aid them. The magic used was to reanimate the dead in efforts to cause their loved ones to suffer. Unable to be labelled as Inferni, these reanimate were called "Vagrants". Some in newer bodies, some in older bodies. Little did the Dementors know that there was a way to bring them back into their own minds.
