Alex was down by the beach again, having had nowhere to go after school. He'd been working on a particular trick that he thought could actually have a practical use. He was experimenting with increasing the density of the ocean water to the force of the average anti-riot fire hose, and testing it on pieces of the abandoned dock. A few holes later, he'd gotten it right and was just having fun then. He began to focus the rain into it as well, and wiped out an entire dock with a single concentrated hit. That was when he heard a voice.
"Oh...Oh shit. Strong waves today," he said as he tried to cover his powers as an act of nature.
