It is long since I have heard tell of such fell creatures in any land, and yet I fear they are like the wolves of legend that attacked Lord Finrod and Beren, son of Barahir. Evil beasts with dark purposes, perhaps twisted out of shape behind the iron walls of Angband.

You do not understand the difference between actions and words. Saying you will kill someone and actually killing them are different things - that is why no man I know has ever been condemned for saying they will kill another. Maybe your laws are corrupt in your evil ways.
