My personal opinion, as someone who knew him back home and keeps up with him here? No. He made some mistakes, once upon a time, but so did we. I'd say he's okay.

You do realize he's a teenager too, right? This isn't "creepy older guy hitting on underage girl". Or even "college guy hitting on high school girl". Not entirely sure if that's what you meant, but if it is, that's not what's going on.

You said she's your baby sister, right? Totally normal. Not saying I support bringing the hammer down, but it's a normal reaction to have.

Just be careful, whatever you do. Teenagers have a habit of doing exactly the opposite if they know something's gonna bug you.
