Good afternoon!
Since I last addressed all of you a lot has happened. I know more than a few of you must be upset, confused, and have questions that you still want answered. If you need to ask them, please do, ask. And I know a handful of you are even awaiting answers to questions already asked. All of your answers will be answered in due time. Today I am addressing you all to announce that a few changes will be taking effect soon. And to clarify how everything is run currently.
In regards to how our government runs only a few minor changes will be taking place. If you grew up on the Ark you are aware that we have governed much the same way that we have for generations. An elected Chancellor and appointed council members. As Chancellor, I will still be your leader, and the council will remain the same. Soon the open seats will be filled by those of you lobbying for the position. I look forward to welcoming our new council members in the near future. Together we will take charge of the military. If you have been assigned to the “military” you will still report to those you have been reporting to up to this point. What is changing is that with a unanimous vote we will now give the order to mobilize for war if the need to mobilize arises. I hope that it will never come to that but we must be prepared.
In addition to these changes the council and I have decided that everything would run much smoother -- and give us room to more efficiently manage more -- if we had a civilian and criminal department in place. And I believe many of you will agree with this. Our newly set up civilian department will manage much of the personal information gathered for all citizens. They will handle any and all civil disputes that arise. While you are still welcome to address myself or one of the council members directly to voice your concerns, we cannot always guarantee a quick reply. A civil department, however, can guarantee that your concerns are addressed in a timely fashion.
Our newly established criminal department will take charge of managing all crimes committed, as well as, investigating any and all disappearances. For those who are unaware, on the Ark any crime committed above the age of majority was punishable by floating. There was no court of law or trial that many of you are accustomed to. If you were under the age of majority you were sent to lockup. And when you reached the age of majority your case was reviewed. Those of us who grew up on the Ark grew up knowing these rules and the consequences of breaking them. If you were caught you paid the price. The Exodus Charter -- which we have followed since returning to Earth -- included many of those same rules and we have upheld them.
The council and I have decided -- after much debate -- to do away with our one punishment fits every crime law that we have upheld for generations. Instead the punishment awarded for crimes committed will now fit the crime you commit. For now we will be working closely with the criminal department to ensure that these punishments are reasonable and fair. We have also decided that the previous law of one child per family is a piece of our past that we can do away with. From now on it is not considered a crime to have more than one child.
We have also decided to create a small court of law. With the creation of this court of law and the other changes we have made we have now opened the door for a few new jobs. Which I am certain you will approve of, Mr. Nelson.
For now we’d like you all to continue working at your assigned posts. When the new jobs have been posted you’ll be made aware.
