Okay here me out. I've always thought that the Eiffel Tower could be a way of controlling the people of France. So what if the people who have done that are using the Statue of Liberty as the same sort of thing and that is why we are seeing the leprechauns.

See that's super obvious so maybe not? But then maybe it is cause it's so obvious we'll discount it as too obvious and therefore it will make the perfect thing to control us.
