It's really spelled vodou, and it's a religion from Africa that's heavily practiced here. Practitioners believe that there is a visible and an invisible world, and they're intertwined. The dolls aren't actually a regular part of it, they're more to freak out tourists than anything, but in movies and tv shows they're often used as part of spells, whether for good or bad.
