Actually, it kicks in well before 18. There's no real hard and fast rule but most doctors would have no problem with a 17 year old exercising their own decision-making. Of course any conversations I might have had with him about medical treatment he presumably doesn't remember now so I'd have to check in to see what he thinks now.

I have a little knowledge about mutants, who have a similarly wide range of powers, but no telling whether it will be applicable.
