I'd pin it to the Lightning Saga in JLA & JSA, which ties directly in to the JLE crisis in Action Comics. Then we go from there straight into Legion of 3 Worlds, and thence into Adventure Comics.

You could argue that the official start goes all the way back to Starman's first appearance in the current JSA title, but I can't swear that they really knew where they were going with him at that point.
